First of all, thank you very much to everyone who came and especially those that helped out and staffed Fall Encampment last weekend. It was a blast. Y’all were a great big help and everyone had a great time. Those fireworks were pretty impressive. You just can’t beat cobbler and s’mores on a cold autumn night. And once again thanks to everyone who helped feed Leo throughout the weekend, it was fantastic.
Now that the hurricanes are behind us, most of our units have gotten over the obstacles of getting back into the swing of things. Just keep in mind that there are families and units still trying to rebuild and get things back to normal.

Please note our new Boy Scout Roundtable meeting times and places. We have set up a separate roundtable just for our Boy Scout leaders to meet on the third Tuesday of the month at St. Marks Episcopal Church on Manhattan.

Well, the Fall Round-up continues and already we’ve welcomed a good many new boys and families into the Wonderful World of Scouting here in Cypress District. Every boy had oughta be invited to join in the fun…so…we still got some work to do…
CUB SCOUT PACKS…November is a great time to follow-up and give those fellers who couldn’t be with ya at your Join Scouting Night the SECOND CHANCE to join your Pack! You can even try a second Join Scouting Night…Wild Ol’ Dan will be happy to print up the flyers for ya. Just give him a call at the Scout Service Center (504) 889-0388 or on his super top secret cell phone number (even he don’t know it)…(504) 458-3371. Let’s make sure every boy has a chance to be part of the fun.
Every one of our boys deserves a trained leader. Appoint a Pack Training Chair to determine the trained leader status of every adult volunteer in your Pack…then encourage them to go to the very next available training opportunity. (See below) And be sure to encourage them to consider taking WOOD BADGE, the ultimate training program of the B.S.A.

A special Scout Salute this month to Vincent Thomas and his Cypress District Fall Camporee Crew…and to all the Troops from Cypress District who were there for one exciting weekend of Scouting Fun! We roasted a pig! And we had more Fall Scoutin’ fun than should be allowed.
ADULT VOLUNTEER TRAINING – “EVERY BOY DESERVES A TRAINED LEADER!”
Ed Boles, our district Training Chairman, tells us that he is planning a training session in November at Calvary Baptist Church in the Green House on Faith Street in Slidell. 8:30a.m. registration.
NEW LEADER ESSENTIALS STARTS AT 9A.M.. Cub Leader specific training will start promptly at 11a.m. If you have training needs or questions, contact our District Training Chair, Ed Boles, at 816-812-7553.

Fleur de Lis District Announces Music with Marsalis Event
The district is pleased to announce that local jazz artist Jason Marsalis will host a Music with Marsalis benefit concert on Sunday, November 23 at the First Baptist Church (5290 Canal Boulevard) in New Orleans. Please e-mail Tracy Jones, District Director, at tjones@bsamail.org, for ticket availability.
Training
Every boy deserves a trained leader. This is especially critical at the pack level as we continue our Join Scout Night Efforts. Please contact Lance Brown, Buddy Blakesley, or Tracy Jones to schedule trainings or find out when trainings have been scheduled in your area.
Recharter Time
Annual recharter packets have been issued to our commissioner staff, who will be making appointments to deliver them to unit leadership. Please remember that you still need to print out the final report and have it signed by your charter partner if you do the on-line renewal. You also need to remember to write a second check to cover insurance at $1.00 per person. We will conduct a district-wide charter turn-in party on December 1. Please take advantage of the opportunity so that your unit renews on-time and qualifies for the Centennial Quality Award! If you are unsure of who your unit commissioner is, please contact Alan Smason, our district commissioner.
Popcorn Pick-up
The district is seeking help with popcorn distribution on Saturday, November 15. Please e-mail Tracy Jones or Lance Brown if you could help. Workers are asked to help in two-hour shifts.
10 Commandments Hike
Register now for the 10 Commandments Hike. You can register on-line or pick up one of the registration forms at the office. You must register early to insure patch and drink bottle pick-up. For more questions or to volunteer, please contact Alan Smason, our District Commissioner.

Southern Region is hosting a Kodiak CDC at our own Camp Salmen in November. This will be the 5th one ever offered, and IT’S AT OUR CAMP! This is a great opportunity for any adult interested in bringing the Kodiak Leadership course to youth.
The Kodiak Facilitator Course is for youth who will team lead Kodiak commissions with adults. THIS IS A BRAND NEW COURSE THAT WILL BE UNVEILED AT OUR CAMP! Sign up now! Picnic in the Park is coming up! It’s a fundraiser to benefit the coed programs of the council (Learning for Life, Exploring, Venturing). Come to Popp’s Fountain and enjoy gourmet sandwiches and a glass of wine while listening to a jazz combo. Also enjoy volleyball and lawn bowling!

Unit Commissioner Recruitment- THE SEARCH GOES ON. The Tchoupitoulas District is currently recruiting volunteers to serve as Unit Commissioners. The Unit Commissioner would be assigned two or three units to visit on a bi/tri-annual basis. These positions are vital to maintaining the strength and quality of the District. If you or someone you know may be willing to fill these important vacancies please contact Matthew T. Merryman or Roy Moore.
Webelos- Webelos and Webelos Parents looking for a Troop to join should contact the office in order to get information on Troops in their area.
Boy’s Life- A friendly reminder to all our members. Don’t miss out on the complete Scouting Experience make sure your boy has Boy’s Life. If you are not receiving Boy’s Life please contact Matthew T. Merryman at the Council Offices. Tchoupitoulas District will begin a Boy’s Life Recycling Program at the Roundtables to aid those in our district who do not get the magazine. Call for details.

Southeast Louisiana Council to Recognize Governor Bobby Jindal

Each year, the Southeast Louisiana Council honors an oustanding individual in our community with the Distinguished Citizen Award. The award is presented at a black tie dinner attended by many of our board members and community leaders.
This past summer, Governor Bobby Jindal was chosen to be the 2007 recipient of this award to be presented at a dinner in his honor in November. Plans are underway to hold this dinner to recognize him for this achievement on November 20th at the World War II Museum.

Gulfsouth Youth Action Fund Grants
The Gulfsouth Youth Action Fund (GYAF) is a youth-led philanthropy initiative developed in 2007 by Operation REACH, Inc., in conjunction with the Greater New Orleans Foundation (GNOF), and made possible through generous support from GNOF, the Louisiana Disaster Recovery Foundation, the Foundation for the Mid South, FedEx Corp., State Farm Insurance Companies, United Way for the Greater New Orleans Area, the Metropolitan Human Services District, Interfaith Works and Rebuilding Our Community, Inc. The GYAF engages, empowers and inspires youth with resources to make strategic investments in creating youth-driven change in their community.
The Gulfsouth Youth Action Fund’s Youth Advisory Board supports youth-led and youth-driven initiatives that demonstrate the power of youth motivated to create change in their community. Grant awards range from $500 to $5,000.
We encourage youth to submit well-written and carefully thought out concepts for our funding consideration. It is important for youth to be involved in the creation of this proposal.

The National World War II Museum Features Eagle Scout
and His Impact on 300,000 Troops
A special Veterans Day event will center on a young man who helped republish Strength for Service to God and Country, the devotional book, which was carried by his grandfather during World War II.
On Nov. 11, 2008, The National World War II Museum will host a discussion led by Evan Hunsberger who spearheaded the republishing endeavor for his Eagle Scout project several years ago. Larry Coppock, director of Strength for Service, will join Hunsberger for remarks on faith in the military and efforts to distribute the books today. The presentation will take place in the museum's Orientation Center at 2 p.m.
Strength for Service is an ecumenical daily devotional written specifically for those in service of others. First published in 1942, the volume went out of print in the 1950s as armed forces personnel returned home. Fifty years later, Hunsberger discovered his grandfather's well worn copy of the book and made an Eagle Scout project out of seeing the volume republished.
"I am excited to share the story behind my republishing efforts for Strength for Service," said Hunsberger. "Since I began this project, I have had the honor of meeting members of the military, their family members and their friends, as well as an abundance of other individuals who have inspired me and my faith."
"The impact Strength for Service has had is immeasurable," said Coppock. "Not only were more than one million copies distributed during WWII and the Korean Conflict, but more than 300,000 books have been distributed since it was republished in 2002."

The National World War II Museum, dedicated in 2000 as The National D-Day Museum, has been designated by Congress as the country's official National World War II Museum. The Museum illuminates the American experience during the war era and celebrates the American spirit, the teamwork, optimism, courage and sacrifice of the men and women who won World War II. Fall Roundup
The New Orleans Arena Bowl and Valero have partnered this year with the Southeast Louisiana Council to offer the Race to Scouting Fall Roundup. This year each new Tiger Cub and Cub Scout who joins is being offered a special edition Pinewood Derby Car. Webelos and new Boy Scouts are being given a Hot Spark fire starter.
Any youth (Cub, Scout or Venturer) that recruits a new scout to their unit will be recognized with a special Centennial Recruiter’s patch. Want to know more about setting up your Pack’s Join Scouting Night(s), your Troop’s Open House, or your Crew or Post’s First Nighter? This year promises to be the best Fall Roundup in years. Be sure your unit grows with more youth and adult leaders by participating in all that Fall Roundup offers.
National Parent Initiative
The national parent initiative is a unique opportunity to engage more parents in Scouting, especially at the unit level. A new unit position has been approved and will become an official part of the program on September 1, 2008. The adult application will allow for registration in the position of ScoutParents Unit Coordinator. This individual will count as a member of the unit committee or as an assistant leader and can multiple from those positions (but NOT SM, CM, crew advisor or den leader). The position code will be PC. Every unit should now be looking for someone in the unit that will coordinate their efforts in this regard.
When a person is registered as the ScoutParents Unit Coordinator, they will receive an e-mail from the national office welcoming them to the program and encouraging them to go to the ScoutParents website for more details and for Fast Start Training for their new assignment.
More information will be available on this new initiative at the Council’s Program Preview meeting on July 24th. Units that come with an application completed (new, transfer or multiple) for their person who will be fulfilling this new position in their unit will receive a ScoutParents canvas bag with additional information about this effort. The campmaster corps is a group of selected, trained, and registered Scouters who serve at council weekend camps whenever troops, teams, Webelos dens, or posts are using any part of the camp property. Campmasters select their own time and frequency of service, but they usually serve two to four times a year. The group is organized under the leadership of the council camping committee. The entire project and its personnel are responsible to the Scout executive or camping director, or someone appointed by the Scout executive or camping director. The corps generally meets twice a year to evaluate its program, schedule ahead, and arrange for the training of any new members.
Campmasters are selected on the basis of their ability in several areas: outdoor skills, specialized knowledge of nature and conservation, and leadership skills. All campmasters must have a record of demonstrated ability to get along with people, to lead, and to act in an emergency. All campmasters must have a working knowledge of Scouting, troop and team operations, Scout advancement, and Webelos Scout camping. Experienced and registered Scouters, with the exception of unit leaders, are eligible for consideration as campmasters. (It is generally conceded that a unit leader's major concern must be the particular unit served.)
It is important that the person have outdoor experience and people skills. There will be a required training weekend for anyone to become a certified campmaster.
These principles will serve to guide the work of campmasters.
- Each campmaster serves one to two weekends a year. Preferably, they stay in the general vicinity of the troops.
- They render commissioner-type service to the units in camp, working with and through the youth leaders and adult leaders.
- An annual or semiannual schedule is made up with campmasters assigned for each weekend camp. In case of schedule conflict, the campmaster arranges his own substitute among other corps members and notify the council service center and the camp ranger of any change.
- Campmasters supply their own transportation, bedding, and food.
- Campmasters serve two to four times a year.
- The corps is a select group and should not be limited to a fixed number.
- Campmasters must be trained in the Scout method of camping, purposes of Scout camping, and the patrol method in camping. They should have completed Introduction to Outdoor Leader Skills.
- Campmasters coordinate the work of any specialists or merit badge counselors present so that units receive the maximum benefit from these skilled people.
- Campmasters submit a report to the camp ranger and council on their experience with each unit, along with an appraisal of its effectiveness.
- Campmasters are responsible to the Scout executive or to another staff member appointed by the Scout executive, or to the camp ranger. The campmaster corps should not be an organization. They do not become members of the council camping committee because of this service, but they do have a representative on the camping committee.
- Campmasters must attend campmaster training before performing their duties.

If becoming a campmaster is just too much of a commitment for you, try thinking about POOBAH. POOBAH stands for the Protective Order of the Brush and Hammer. Many years ago there was a group of dedicated volunteers, many of them retired Scouters who took time from their schedules each month to go to camp usually on a Saturday and complete small maintenance projects that needed to be done as directed by the camp ranger. "Unit Risk Management/Health & Safety Chairman"
The SELA Risk Management and Health & Safety committee have recommended that each pack, troop, crew, team and post appoint an adult volunteer to serve as your Unit Rick Management/Health & Safety Chairman.
This unit position will be responible for being familar with BSA and council guidelines on risk management and health and safety and to promote understanding and acceptance of these guidelines for the well-being and safety of Scouts and volunteers throughout all Scouting activities. The unit RM/H&S Chairman will assist the unit in effectively managing areas of potential physical or economic risk.
Specific Responsibilities include:
1- Serve as the units liason on matters of risk management/health & safety with the council
2- Identify areas of potential risk in unit Scouting activities
3- Be familiar with all council/national policies and materials
4- Ensure that tour permits and camp use forms are properly completed and filed
5- Promote participation by all unit leaders in council and district Health & Safety/Risk Management Training
6- Ensure that the unit plans safe activities

2010 National Scout Jamboree
Waiting list spots are still available by contacting the council service center and leaving a $15.00 deposit. Jamboree Parent Meetings will be held on Wednesday, November 5th in Luling and Wednesday, November 12th in Metairie. Southeast Louisiana Council Jamboree Information Sheet
A National Scout Jamboree happens once every four years and the next one is in 2010! A Jamboree is ten days of non-stop fun, activity and unique experiences that will provide opportunities for Scouts to be challenged and enriched. The Jamboree experience has something for everyone: Activity centers containing climbing, repelling, BMX and shooting sports; Aquatic activities like sailing, canoeing, fishing, snorkeling and SCUBA diving; A Merit Badge Midway where nearly every BSA Merit Badge is represented; and many other things you will find no where else.
The Southeast Louisiana Council will be sending 72 Scouts and 8 leaders to Fort A.P. Hill, Virginia, the site of the 2010 National Scout Jamboree that will take place from July 26 to August 4, 2010. There will also be additional days before and after the Jamboree that will be used for traveling and for touring Washington D.C. and other historic sites. The jamboree is open to all who are qualified on a first-come basis. After our troop has been filled, a stand-by list of alternates will be established.
The 2010 Jamboree contingent fee is currently budgeted to be $2,200. This fee will cover the Jamboree fee of $795, plus all transportation, tours, admission fees, meals lodging, and patrol and troop equipment, as well as insurance. Your fee also covers the training campouts before the jamboree. The only additional expenses will be your personal equipment, uniforms, and spending money. A monthly payment schedule will begin in fall of 2008.
REQUIREMENTS:
There are only two eligibility requirements to attend the Jamboree:
1) Scouts must be the age of 12 before leaving for the Jamboree and can not have reached the age of 18 before the end of the Jamboree. This means that if you were born "on" or "after" August 4, 1992 or "before" July 26, 1998, you are eligible to attend. Many fifth grade Webelos Scouts in 2008 are eligible.
2) Scouts must have attained the Boy Scout Rank of 1st class prior to leaving for the Jamboree.
REFUND POLICY:
If you sign up for the jamboree and then find that you cannot attend, you will receive a full refund from the Southeast Louisiana Council only if there is an alternate to take your place. In the event there is not an alternate, a partial refund will be made. This includes the fees you have paid to date, less any expenses related to contractual agreements made on your behalf.
Scoutmaster and Assistant Scoutmasters:
Gary Dolese and Bobby Galmiche have been appointed to serve as the Scoutmasters of our two contingent troops. If you are interested in serving in one of the other 4 adult leader positions or one of the 2 Junior Assistant Scoutmaster (between age 18-21 at the time of the Jamboree), be sure to send a letter of interest that includes you background and scouting experience to the Southeast Louisiana Council.
Philmont 2009 Dates Set-Only 7 Youth Spots Remaining!
The dates for the 2009 Philmont Trek have been set for July 16-28, 2009. We have reserved space for (2) crews which will fill up quickly. We estimate the cost to be $1,700 for the trip which includes travel, meals, lodging, and the Philmont fee. The Southeast Louisiana Council Memorial/Tribute Fund
This fund was established to enable contributors to remember or honor a Scout, family member, volunteer, friend, or community leader. Contributions may be made for any amount as a lasting tribute or a living memorial to someone of their choosing. It can be for Eagle Scout recognition, anniversary, birth, birthday, retirement, Silver Beaver honoree or any special occasion.
The Memorial/Tribute Fund is intended to accommodate those who want to express in a most meaningful way their deepest feeling that may not be achieved by words alone. All gifts to the fund help provide support in delivery of a quality Scouting program in the Southeast Louisiana Council.
Upon receipt of a contribution, the council will mail a card to the family or group in whose memory or honor the gift is made and send an acknowledgment to you. Download the Memorial Tribute form here.

10 Commandments Hike
One of the council’s most popular and memorable events is the annual Ten Commandments Hike that takes place the day after Thanksgiving. The deadline to apply for this year’s hike and be guaranteed a place was 5 p.m. on Thursday, October 30. After that, space may be available, but cannot be guaranteed. Participants can register online at the Council website, via fax, or in person at Council Services.
This year’s Ten Commandments Hike will be held on Friday, November 28 on a historic uptown trek along St. Charles and Carrollton Avenues.
As usual, there will be ten different houses of worship representing the major world religions that see the Ten Commandments as the foundation of their faith. The hike is broken down into two circular sections. The first three-mile trek is age-appropriate for Cub Scouts and others below the age of 11 and their parents, relatives, siblings and friends. The second section continues from that point for an additional three miles and is age-appropriate for older Boy Scouts, Girl Scouts, Venturers and adults.
At each of the stops on the Ten Commandments Hike, representatives from participating houses of worship will talk about one of the Ten Commandments. Hikers will experience the architecture and historic importance of these sites and will be fed a hot lunch at midday. The hike emphasizes physical fitness and the 12th Point of the Scout Law: “A Scout is Reverent.”
Hikers receive specially designed patches and water bottles emblazoned with the logo of this year’s hike . Kentwood Spring Water provides plenty of water for participants along the way and a hot lunch will be provided by the Church of Jesus Christ of Latter-Day Saints. The cost of the hike is $10.00 per person if submitted by October 30. After that date, if space is available, the cost will be $12.00 per person. There are no refunds for this event.

It’s one of the best kept secrets in the Southeast Louisiana Council, Boy Scouts of America! It’s called WINTER CAMP! And this year it runs from December 26th through December 30th at Camp V Bar, Salmen Scout Reservation. The emphasis is on Merit Badge Advancement…and right now Camp Director Stu Estrade is busy putting together plans for a great week of Scouting. Here’s the catch…it’s limited to about 300 Scouts!
So, don’t wait…get signed up early for Winter Camp 2008. Contact Vera at the Scout Service Center and get on the list for an application and all the latest news! Summer Camp 2009
Summer Camp 2008 was a great success with an increase of over 50% in unit and youth participation from 2007. Troops enjoyed cooling off in the new swimming pool and experiencing the High Elements COPE course along with the many other program and advancement opportunities.
It is now time to make your reservation for Summer Camp at Camp V Bar in 2009. Units are already signing up so please complete your Troopsite Reservation form today to make sure you are able to reserve the campsite of your choice.
The Scoutmaster/Senior Patrol Leader Summer Camp Dinner was held on October 22nd. Units added their names to the camp reservation chart for this summer. Get your Troopsite Reservation form completed today and don't lose your spot for 2009. Cataouatche units are trying to completely book week # 2 for all of their district!

Youth Protection Training
Scouting is all about helping young people lead productive, value driven lives. However, the most important thing we do as adult leaders is not to teach them to tie a knot or shoot a bow and arrow. The most important thing we do is making sure while they are doing scouting they remain safe. Safe from injury, safe from serious accident, and yes safe from others who presence we need to protect our children from. Scouting for many years as offered Youth Protection Training to all adult leaders as well as parents and others who find themselves in leadership roles with these precious young people. A new version of Youth Protection Training is available on line at our Council website ( www.bsa-selacouncil.org ) and can be found by going to the training tab and creating a MyScouting account. If you have never completed the training, make a commitment to get in completed this month. If it’s been over a year since you last took the training, it might be well to go through it again as a refresher. While completing of the course should automatically update your training record, some web browsers are not as compatible with the training as others. We recommend that whenever you complete an online training course that you shoot an email to sela@bsamail.org indicating your name, unit number and the course that you completed so we can make sure your training record is up to date.
