Program Preview!!!! Wednesday, May 12, 2010 New Orleans Baptist Theological Seminary
Register now for special incentive
The first 250 who pre-register for program preview will receive a USB flash drive preloaded with the council calendar as well as an up loadable version of the calendar. In addition, over 70 other commonly used forms are on the flash drive for your use.
Help us celebrate the 2010-2011 Program of the Southeast Louisiana Council and plan your Scouting year in the process. The Council Program Preview meeting is for all Scout Leaders in packs, troops, crews, posts, teams and LFL groups. There you will get the council calendar for 2010-2011.
You will get information about our Popcorn sale, Zoofari, Powderhorn, Wood Badge, the new online recruiting program to support your membership plans, information on the all new Cub Scout deliver system and much, much more. Troops can sign up to receive support for their troop open houses, packs can sign up for their Join Scouting Night and Posts and Crews can sign up for their First Nighters. Packs can find out about the fall Cub Family Encampment. A packet to support your unit’s program planning for the year will be made available to each unit present.
The festivities this year will begin at 7:15 pm at the New Orleans Baptist Theological Seminary, 3939 Gentilly Blvd., New Orleans. You will want to register at the council office or online here.

Training Committee Seeks Help in Updating Records
Effective in 2010, units must have their TOP leader trained (Cubmaster, Scoutmaster, Crew Advisor, etc.) in order to have their charter processed. To help make sure our records are up to date, we’re inviting unit leaders to fill out a training record. Please indicate the month/year you attended the training, and we’ll update your record accordingly. If you haven’t been to training, make plans now to attend by contacting your district training committee and scheduling training for your unit. Make plans now to get ahead of the curve and make sure your leadership is trained. Key in maintaining your status as a “trained” leader is going through Youth Protection training at least once every two years. If you haven’t done so recently, now would be a great time to refresh yourself on youth protection policy prior to summer camps.
Whitney Young Award Reception to Return
For thirty years, the Southeast Louisiana Council has presented the Whitney Young Award to individuals who have demonstrated service to youth and to scouting. The council is pleased to announce that the Whitney Young program will return this year, recognizing local musician and teacher Ellis Marsalis and Orleans Parish Sheriff Marlin Gusman on the 23rd of June at the Jones Walker Law Firm. 2010 Zephyrs Lights Out with the Scouts and Autograph Session
Lights Out with the Scouts will be held Friday, May 14, 2010 and the Autograph Session will be held July 17, 2010. The cost for Lights Out with the Scouts is $25 and includes the game, sleepover, and souvenir pillow, or $7.50 for just the game. The Autograph Session will cost $10 and includes souvenir ball to autograph and the game, or $7.50 for just the game. Please make sure to be at Zephyr Stadium by 4:00pm on July 17th to make sure you don’t miss out on the autographs! Registration deadlines are one week prior to the event for both events. Scout EXPO 2010
On April 24th, to celebrate the 100th Anniversary of Scouting, the Boy Scouts of America teamed up with Major and Minor League Baseball in a program called “Pitch for Scouting”. The New Orleans Zephyrs hosted this year’s EXPO.
Despite a terrible weather forecast the day turned out to be quite pleasant although a little windy. Several Packs, Troops, and Venture Crews participated by having display booths. The U.S. Army made dog tags for everyone. The Jefferson Parish Fire Department brought out a display and there was a group with trained dogs.
For the game, 100th Anniversary Chairman Ken Pickering threw our the first pitch and a color guard of Cub Scouts, Boy Scouts and Venturers presented the colors to open the game. Scouts also participated in the between innings games and contests.
The Expo in Houma will be Saturday May 22nd. If your unit had planned to do a display booth at Zephyr Field but could not make it due to the weather forecast and would like to participate in Houma contact the council office.
The Card Sales campaign will conclude on Monday May 24th with money, unsold cards and prize forms due into the council office by that date. There is a prize store set up so that leaders can collect prizes for the scouts when the account is settled.
2010 Southeast Louisiana Council - Boy Scout Golf Classic

· The Course - TPC of Louisiana is set among Louisiana’s stately cypress and oak trees. The TPC is home of the Zurich Classic of New Orleans. This Golf Facility was selected as one of the top five golf courses in America. Renowned golf course architect Pete Dye crafted a par 72, 7,500 yard test of golf that sits low on the property and incorporates beautiful natural vegetation. A brilliant but subtle track that winds through numerous cypress trees and natural bayous, the course encompasses more than 20 acres of waste bunkers and numerous water hazards. There is no residential housing on this golf course.

22nd World Scout Jamboree
The 22nd World Scout Jamboree represents a return to the roots the Scouting World Jamboree. As you might imagine, there is a lot of interest among Scouts and Scouters of the Boy Scouts of America to be a part of this significant event.
The Southern Region has been allocated 432 youth and 48 troop leader slots, to fill 12 Scout Troops/Venture Crews. Our council has been initially allocated 6 youth participant slots for the 22nd World Scout Jamboree. This number is subject to change based on how applications are received during the next several months. The success of this Jamboree depends on Scout participation. We want Scouts from our council in our region to have the opportunity to participate in this mountain-top experience.
Our Council currently has 4 youth participants who have applied to attend the WSJ. We also have 2 adults who have applied to serve in troop leadership positions but no adults who have applied for staff. If you are interested in attending our have a scout OR Venturer who would like to attend the World Jamboree, please consider registering now. The change for Cub Scouts is a piloted and successful method of delivering the existing Cub Scout program that is handbook-based and focuses on den activities leading to youth advancement and higher retention. The Overview Brochure includes information on the pilot, its results, what changes and how the changes benefit the Scouting community.
The change is supported by a new leader resource, the Den & Pack Meeting Resource Guide. This new resource contains all the information a den leader or Cubmaster needs to deliver the planned program.
For each badge of rank, Cub Scouts 2010 is represented by a series of den meeting plans designed to be used in conjunction with the youth handbooks.
Den meeting plans provide the den leader with specific support to organize and conduct den meetings and to communicate with families. This includes detailed instructions for the boys and parents to follow between meetings, where needed.
Venturing Age/Grade Eligibility Change
The National Executive Board recently approved a resolution to change the eligibility requirements for Venturing to ensure consistency among Venturing, high-adventure bases, and other core programs. The current age and grade eligibility requirement for participation in the Venturing program is 14 years of age and completion of the eighth grade. Effective May 1, 2010, the minimum age requirement will be changed to 14 years of age, or 13 years of age and completion of the eighth grade. The maximum age for participation remains under 21 years of age.

FAQs
Q. When does the age/grade eligibility change take effect? A. This change becomes effective May 1, 2010.
Q. Does this impact Sea Scouts? A. Sea Scouts is part of the Venturing program. Therefore, the revised eligibility requirements apply to Sea Scouting.
Q. Does this impact Exploring? A. No, this change only applies to the Venturing program.
Q. Will this change affect eligibility for youth leadership training for Venturers (e.g., Kodiak, Kodiak X, etc.)? A. No, youth leadership training will continue to follow the recommended course outlines.
Q. Are there any Venturing advancement items that can't be completed if you are 13 years old? A. This change will have no effect on award eligibility. As a registered Venturer, the youth may pursue the awards of their choosing.
Q. When will the national office update related literature that is used to support the programs? A. All relevant program groups are auditing their literature resources to determine the necessary updates. This will be an ongoing process, and as literature is reprinted, these changes will be made.
Q. When will these forms be updated and available to order? A. All forms will be available May 1, 2010.
Q. When will Internet Rechartering be updated for use by Venturing crews and Sea Scout ships? A. Internet Rechartering will be updated to reflect the new requirements for unit renewals beginning in September 2010. In the interim, Internet Rechartering will remain available during May-August for Venturing crews and Sea Scout ships to renew online
2010 National Scout Jamboree
Its not to late to join the adventure of a lifetime!
With the last few weeks before we head out to Fort AP Hill and the 2010 National Jamboree, there is still a few slots open for our scouts that want to attend this once in a lifetime adventure. After May 15, we are going to open those last few slots to out of council scouts who are on waiting lists in other councils---if you know a scout that wants to attend---Please do not hesitate any longer!
Our plans:
July 19 Contingent Departure Overnight Stay at U.S. Army National Guard Base - Knoxville, TN
July 20-25 Contingent Staying at American Legion Youth Camp, Cheltenham, MD. (Activity Schedule for those days is as follows: -20th Arrival and set up -21st Touring Washington, DC -22nd Touring Philadelphia, PA -23rd Busch Gardens Williamsburg -24th Touring Washington, DC -25th Laundry Day and Evening Tour of Washington, DC)
July 26-August 4 National Jamboree (The contingent will depart Cheltenham on the morning on the 26th and arrive at Fort A.P. Hill, VA that morning. The Jamboree concludes on the evening of the 3rd and the contingent will depart the morning of the 4th)
August 4-5 Ovenight Stay at U.S. Army National Guard Base - Chattanooga, TN (The contingent will arrive in Chattanooga the evening of the 4th. The Whitewater Rafting Trip on the Ocoee River will take place on the 5th)
August 6 - The contingent will depart from Chattanooga in the morning and will arrive back in Metairie late that evening
You already know that the 2010 National Scout Jamboree will be the best, most exciting, fun-filled, and safest jamboree ever. But now there's another superlative to add to the mix: "most connected."
Thanks to a unique partnership with AT&T, the site at Fort A.P. Hill, Va., which in the past has had spotty wireless coverage, will become a hub of communication for the 45,000 participants and staff and more than 250,000 visitors expected to attend.
We have been told, "If 45,000 Scouts and Scouters all press send on their phones at the same time, their messages will go through."
Instead of the long banks of payphones you might remember from past jamborees, the 2010 jamboree will feature AT&T kiosks at which you can recharge cell phones of any brand. Don't have a cell phone? No problem. AT&T will also have tethered phones boys and adults can use to call home for free.
Can't go 10 days without checking your e-mail? Wi-Fi hotspots will support your smartphone or laptop computer, and a computer bank will be available for adult leaders to use in 10-minute blocks of time.
This Just In......
Since 1981 hundreds of thousands of Scouts and visitors have enjoyed the privilege of experiencing a Jamboree at Fort A. P. Hill!
In gratitude to our gracious host, and consistent with our "Leave No Trace" practice, we are committed to leaving the Fort pristine and beautiful. We are also committed to ensuring that Jamboree participants and visitors have necessary services available. Every visitor to this year's Jamboree will be asked to become an "Official Centennial Jamboree Supporter".
At the gates to the visitor parking area, we will be collecting a $10 donation per person per day to recover the expense of visitor support, and to aid in the restoration of the site. This will help us perform grounds clean-up, provide additional portable restrooms and sanitation stations, and enhance the many amenities and services provided for the visitors to the Jamboree. All visitors will receive the distinctive Visitor's Patch.
To help expedite arrival for vehicles carrying 8 or more people, councils are asked to send one check for $10 per person per day in advance. Please use the Visitor Information Transmittal form below. Upon receipt, a voucher and windshield placard will be sent to the designated group leader. The voucher will need to be presented to the Jamboree Welcome Team to facilitate a quick entrance using the "Easy Entry Lane" (represented as (E?) on the window placard) to the group parking area.
We encourage all of our council Scouts and Scouters who will be visiting the Jamboree to help them "Leave No Trace" and to become "Official Centennial Jamboree Supporters".
Visiting hours will be:
Tuesday, July 27, 9am to 5pm Wednesday, July 28, 11am to 5pm Thursday, July 29, 9am to 5pm Friday, July 30, 9am to 5pm Saturday, July 31, 9am to 11pm Sunday, August 1, 1pm to 5pm Monday, August 2, 9am to 5pm Tuesday, August 3, 9am to 4pm
If any groups plan to visit on July 31, they are strongly urged to arrive as early in the day as possible. The Jamboree will be required to close the gates to the Fort when the capacity for the Arena Show is reached, and no more visitors will be able to enter the property.
Our local 100th Anniversary celebration that includes your broadcast of the 100th Anniversary Arena Show, and encourage them to visit the Jamboree on another day. Let your groups know that the Jamboree does have several retail food areas but that visitors cannot eat in the troop sites or the staff dining centers.
There is no accommodation on site for visitors including RV sites, tent areas or fixed housing. Visitors with physical disabilities are welcome and reminded that our terrain is rolling ground with no sidewalks, and that there are no bus lifts or battery charging facilities. Most visitors will walk more than 5 miles a day at the Jamboree.
When visitors arrive at Fort A. P. Hill they will be directed to the visitor parking area and to the Jamboree Welcome Center. At the Center they can get directions to regions, subcamps and visitor approved activity areas. The Jamboree areas and programs open to visitors include the Army Adventure Center, Conservation, Exhibits & Displays, 100th Anniversary Arena Show, Venturing, 2013 Jamboree display, Technology Quest, Brownsea Island, Disabilities Awareness, Amateur Radio as well as the Trading Posts, Scout Shop and food outlets.
The areas reserved for the Jamboree participants are not open for visitor participation. They include the four regional Action Centers and Stage Shows, all subcamp activities, Mysterium Compass, Boating, Scuba, Swimming, Snorkeling, Camp Thunder, Fishing and the Merit Badge Midway.

Camp V-Bar Summer Camp 2010
Can you feel it? The excitement, the anticipation? I can already hear the laughter, smell the piney forest, taste the great new food. I can feel the warmth of the sun on my back and see the beauty as the sun rises over Lake Morning Glory. Yes, my friends, Vbar Summer Camp is almost here. It's time to learn, play, climb, shoot, hike, canoe, backpack, build, swim, soar, kayak, and more. It's time to be at V Bar.
There will be an SPL/ Scoutmaster orientation during the Program Preview on May 12th from 6:30-7:15pm at the Baptist Theological Seminary at 3939 Gentilly Blvd., in New Orleans. We will be finalizing paper work and making sure that you are ready for your stay at Salmen Scout Reservation.

It’s May, can you believe it? We are already one-third of the way through the year. Last month we held an extremely successful Conclave for SR-1a. Our ceremonies team did extremely well in competition and one of our past Lodge Chiefs, Dwayne Fontenette, was elected to serve as the new Section Chief.
Another good thing about May means that we are just one month away from every scout’s favorite time of year- summer! I can assure that the lodge will be keeping over the summer. At Camp V-Bar’s summer camp we will continue our OA Camp Chief Program. Troop elections and Brotherhood Conversions (these will cost $15 in order to pay for the new sash) will be both be provided during all three weeks of camp. Then on July 3rd the Lodge will be hosting its third annual Family Fun Day. And of course, there will be a strong presence by the Order of the Arrow at National Jamboree. All in all it should be great summer, and I hope to see all of you soon.

The Southeast Louisiana Council Memorial/Tribute Fund This fund was established to enable contributors to remember or honor a Scout, family member,, volunteer, friend, or community le, , ader. Contributions may be made for any amount as a lasting tribute or a living memorial to someone of their cho, osing. It can be for Eagle Scout recognition, anniversary, birth, birthday, retirement, Silver Beaver honoree or any special occasion.
The Memorial/Tribute Fund is intended to accommodate those who want to express in a most meaningful way their deepest feeling that may not be achieved by words alone. All gifts to the fund help provide support in delivery of a quality Scouting program in the Southeast Loui, siana Council.
Upon receipt of a contribution, the council will mail a card to the family or group in whose memory or honor the gift is made and send an acknowledgment to you. Download the Memorial Tribute form here.

Bayou District

The Bayou Boy Scout camporee was a fantastic event, six patrols and twenty weblos were in attendance. The kids competed in many events culminating in the event which the boys had the most fun, their cook off. Congratulations to everyone who helped put this event together the kid had blast thanks to you.
The Bayou Cub-o-ree took place at the Raceland Recreation center #5, it also was a fantastic event. Ten packs were out in force vying for the right to take home the coveted Cub-o-ree flag. In the end it was pack 332 who was victorious. I personal would like to congratulate all the leaders and volunteers who helped out at this event.

Calendar:
May 6th – Roundtable at 7:00 p.m. at St. Catherine Sienna, Bonnabel & Metairie Road. Our next roundtable meeting will be held Thursday, May 6th at St. Catherine of Sienna in the cafeteria. The roundtable is for all Cub, Boy Scout, Venture, & Exploring leaders, and the meeting will start at 7:00 p.m.
We will focus this month on Cub Scout Day Camp and the Emergency Preparedness BSA Award.
Also, we are looking for a night that will work best for all units. Please let us know if Thursday night is not a good night for you, and include what night will be best for your leaders. Roundtable is a very important training each month. Come and fellowship with your fellow Scouters.

New Leader Training
Every boy deserves a trained leader. Pack leadership in particular should encourage new den leaders to take advantage of training opportunities. Please contact Ed Boles at elboles@hotmail.com to find out about the location and time or to schedule additional training opportunities in your area. Take note of the Training article elsewhere in the council newsletter – effective 2010, all TOP leaders (Cubmasters and Scoutmasters) MUST be trained in order for your charter to be renewed. In 2011, this expands to all DIRECT CONTACT leaders (Den Leaders, Assistant Scoutmasters). Critical to maintaining TRAINED status is keeping up on your youth protection training. Have you done it in the last two years?
Roundtable
Watch for additional information about future Roundtables the first Thursday of each month at Aldersgate United Methodist to get the lowdown on the latest happenings and best ideas for your pack or troop beginning at 7:00 PM. Jed Dugger and Gail Adams will have ideas to go camping, field trip suggestions and other practical ways to help build your program.
Day Camp
Gail Adams and Charlie Smallwood are heading up day camp this year and planning a fun-filled week for Cubs and Webelos. Gail has been talking with cub leaders and recruiting volunteers. Materials are available now, so get registered and take advantage of early bird discounts. Day camp will be June 21-25 at the American Legion Post #185 on West Hall and at the Knights of Columbus Hall across the street. We thank these hosts in advance for making their facilities available to us.

ScoutParents is part of Scouting’s National Parenting Imitative. It is specially designed for parents, guardians, grandparents, extended family and all those who are involved with our Scouts and all other interested adults who want to learn about Scouting. It is the ideal introduction for those new to Scouting.
ScoutParents is the vision of lifelong Scouter Gerald I. Lawhorn, from Georgia. On the website, it says that Gerald believes “all parents of Scouts should be asked to volunteer and make it known that they desire to participate, help, and enjoy Scouting with their child. Those that choose to will be the ones who become ScoutParents or other volunteers.” One of Gerald’s quotes: “Scouts of “drop off” parents generally drop out!”
The intent of the initiative is to provide parents with information and tools to help them understand their importance in becoming more involved with their Scouts. In turn, we hope that Scouts will stay with the program longer and have a better experience, hopefully working their way to the Eagle Scout rank.
Look at the website and think of some new ways to involve the parents of your Scouts in your unit activities a, nd include them in your planning for future events.
